en I was just at a conference of police chiefs. It was all everybody was talking about.

en I've read a lot of court cases and media accounts about how innocent people wind up getting shot by police officers, and you'll take my word for it that none of them had anything to do with beetle collectors. A lot of it has to do with misinformation from people who don't know what they're talking about, who tell police things, and then the police accept it and then view a situation through the eyes of a person who didn't know what they were talking about.

en You're going to have pushback from governors, county executives, mayors, fire chiefs, police chiefs all up and down the emergency-management structure who wonder whether the military will become a super domestic responder and who do they respond to, ... Who determines if a state can't handle a disaster? What if a riot happens in a major city? Does a mayor get a call that the 82nd Airborne has just landed in your city? We've got to talk about this.

en We have been talking with the families, and they are very appreciative of what we are doing. We are doing everything we can. I have been talking with our crews and the other chiefs, and even in high winds we just can?t get them off the water.

en I don't think the conference has done all that well, to be perfectly honest. I think this is a conference that will arrive late. I don't know why, but it will reassert itself. We haven't raised the banner very high, aside from Washington. We have a lot to prove as a conference. I'm not disturbed. I don't listen to talking heads that the conference is overrated. It will come out in the wash.

en It's racial. The reason I say that is that, if you can get the other chiefs' resumes and look at them, you will find that they have had chiefs who have nothing like what Chief Stanford has on his resume.

en It was a revolving door of city managers and police chiefs. I was asked to run in 1997 and I won by running at large. I assume the electorate wanted me back on council.

en That is clearly a concern, and police chiefs are very uneasy about that possibility. The question is, do we keep our radio cars empty or hire people who a few years ago we wouldn't have hired? It is very problematic.

en Every time we talk to police chiefs, wherever we are, this is a problem and the problem is growing more acute.
