There hasn't been an historical basis before now to say that we need a catastrophe fund. Katrina has made the point for generations to come.

It's tragic but often times we need an event like Katrina to prod us into action as a country. A national catastrophe fund pool would provide the funds and resources to help rebuild capacity very quickly.

Under our current funding, once we assess companies, exhaust the Catastrophe Reserve Fund and penetrate our layers of reinsurance we would have to tap the state's General Revenue Fund through tax credits.

I think these numbers pretty much put a nail in the coffin of the notion that a 75 basis-point (three-quarters of a percentage point) cut will occur. I think (Fed Chairman Alan) Greenspan will get his wish for a move at the regular meeting, but they will do a 50 basis-point (half-point) cut.

One of the biggest fears, from an economic point of view, would have been a catastrophe in the oil fields. That hasn't happened and it looks like it probably won't happen. In a sense, that's a bigger deal for the economy than if the war lasts one week or four weeks.
