There are policy implications in any state that hands out money based on town income. We need better measures of town income.

The retail establishment in Onslow County has figured out that Marines and sailors today have a lot more discretionary income than they did 10 or 20 years ago. In addition to discretionary income, our Marines have a lot more mobility today. They are coming into town and they are not shy about spending their money.

By almost any measure, minimum wage increases are flawed policy. Ohio should expand economic opportunities, not erect artificial barriers to job growth. A state Earned Income Tax Credit, based on the successful Federal program, would effectively give a raise to the low-income employees who need it most without putting their jobs in jeopardy.

Generally speaking, this is a pretty well-traveled, high-income group of people. They dine out and spend some money while they're in town.

Mr. Lee did his analysis different than ours. We based ours more on income-generating measures, and Mr. Lee didn't put any weight on (those) measures.
