I think it's fair to say that, even in the absence of legislation, we've had widespread adoption of privacy practices and policies. The private sector generally has an incentive to do things in a good way.

The good news is that we can make a very positive difference in ecosystem services by 2050. The caveat is those policies and practices are not widespread at the present time, and substantial changes in policies and practices would have to be made in order to implement the beneficial ones at the global scale.

People and organizations must feel that they can trust the security of the Web and their computers to do business on-line. Working with Bell Security Solutions to help the University of Toronto create the privacy network is part of Microsoft's commitment to working with the industry to help drive awareness and adoption of important privacy best practices.

How can it be fair for a cleaner working in the private sector to subsidize, through their council tax, a more comfortable retirement for someone doing the same job in the public sector?

CEOs must personally involve themselves in security and privacy. I think legislation in this case should be generally a last resort.

[Outside opposition is another concern. Many privacy groups and other advocacy groups worry about the impact this trend could have on citizens.] Revenue departments have many, many more sweeping powers than any other agency or private collections firm would have under fair debt collection laws, ... So now what you'll have is revenue agents who are used to using those broad powers going after people who owe court fines or student loans. Some people might think this is great, but if you start unleashing the power of the government on those people, they might actually begin to chafe at such practices. I don't think it's a good idea.

Our software is not specific to any one piece of legislation. But, if you look at all the legislation out there, it is generally trying to accomplish the same things, so our software works with all the legislation.

[In short, Internet privacy policies offer consumers very little protection.] Six months ago, just having a privacy policy was considered pretty honorable, ... Today, most policies are pretty worthless.

Now that the concept has been proven in a public context, this will pave the way for the adoption of biometrics by the commercial sector. Other government departments that need to verify identity, such as drivers' licenses and welfare, will also consider the technology initially, after which the private sector will be prompted to investigate how it can solve existing problems, such as building access control, via the use of biometrics.

Gains were widespread in the private sector, with especially large increases occurring in services, retail trade and manufacturing.

Strip away inventories and the government sector, and private-sector demand really wasn't that strong -- private-sector sales were up just 0.8 percent. We're still in a transition phase and not on a sustainable growth path yet.

This legislation creates an Internet playground. I think it will be a useful tool to millions of parents and families ... and the private sector as well.
