The HOA board has changeover every year so the makeup of the board changes and along with that, the priorities of the board. I believe that Brazil will meet its target for the primary budget surplus in 2006. Clearly, we need to give the people an opportunity to keep more of their money which is now creating the surplus, for them to decide how to make use of their own money, ... Last year, we had a shortage of 2-year-old birds from the poor hatch in 2003, so we didn't have a surplus of those birds to carry over. The fact that there was a shortage of 2-year-olds to hunt last year meant more pressure on the older birds, so that cuts down the carry over on those, too.

This is the first year we started it. Last year, we had four corporate sponsors at $2,500 each, but because the Chamber continues to have a deficit, even though we have made extreme cuts, we still have a gap to fill. So the board of directors decided that rather than going back to companies again this year and possibly next year that if we could get a single commitment then we wouldn't have to keep asking.
