Wind has to be involved at some level you figure. Frost might have helped. A frost build-up on arrays could coagulate the dust...but the fact is that we don't understand it very well. But I'll take it.

Most experts agree that calculating wind chill gives a number too low. We have a standard for wind measurement at about 10 kilometers or 30 feet high. It's good for aviation use but it overestimates the wind speed. The wind down below is lighter (slower) than the wind at that height.

Look at our population here. People come from all over the country: urban areas, rural areas, suburban areas. We also have international students here. If you look at the national statistics, and you look at correlation and probability, that means that possibly one in 200 students here could be HIV positive.
