I would venture to forecast that if the upcoming payroll report were to post a decline in the vicinity of 200,000 or so, the Fed might lower interest rates as early as this Friday.

The market has a very consistent forecast for a decline in interest rates and everyone is betting strongly on that. The prevailing expectation is that this may be the last chance to get into the market before rates fall, so we may see a large inflow of dollars in the short-term.

Of course all of the other market fundamentals remain sound, so we should only see a modest decline from record home sales this year if mortgage interest rates gradually rise.

Last Friday's unexpectedly weak employment report caused interest rates on long-term Treasury bonds and, by extension mortgage rates, to fall as investors worried about the health of the U.S. economy.

A lot of Friday's action was due to short-covering after the labor report looked weaker than people had expected. But the upcoming supply forces people to question whether they really want to endorse these lower yield levels.

A new record is a bit unexpected, but so is the performance of mortgage interest rates which have been lower than forecast. When we look at recent job gains, we see all the positive factors coming together to coincide with a powerful demographic demand for housing.

It would have been better to have left the growth forecast unchanged, but that would have lowered the inflation forecast to below its target. They are having to work hard not to have to cut interest rates.

Everybody thinks we're at the top of interest rates. The rates have peaked and the rate rise is over. There's lower rates to come and the stocks you want to own are the ones that do well in the lower rate environment.

Unfortunately, what has precipitated this decline is a real fear of interest rates rising. Personally and professionally, I think interest rates go a little higher than most people expect and until that happens, until we see the end of that fear, I think the market between now and the end of June is going to be very, very nervous.

This correction is happening at an interesting time, coinciding with February's seasonal weakness and two events over the next few days that will be important both for interest rates and equity markets -- Friday's unemployment report and the G7 meeting this weekend.
