It's not just all about tourism. It's all about business opportunities and trade. And there is clear evidence as to why we need to grow in phases to the kind of numbers we're talking about.

And it has had an impact on economic relations with China, ... It has cost Canada in terms of trade business and tourism business.

So what we're involved in here is a trade-off, and the value of the trade-off depends on how much you think conditions at the bottom will get worse, and how many extra jobs you'll get. And I think the evidence on the balance is very murky. It's not a clear case at all.

The hurricane will have a far-reaching impact on the tourism business. And New Orleans is all about tourism. It's based on tourism. It will take at least six months before we see any signs of recovery on that front, if not more.
