Japan and China are partners and need each other for economic development. China's development is not a threat to Japan but is bringing business opportunities to Japan.

It really doesn't make sense for Japan to keep giving the aid because China's economic development has been remarkable. But this may give the impression that Japan is taking a more decisive stance against China.

I've been surprised to know that people in the U.S. often mix up Japan and China. It is sad to us, because Japan is a different country from China.
