We felt like last year we made a statement and obviously the governor has heard our voice and is willing to listen. People finally understand that health insurance is a priority to teachers and state employees.

Tomorrow, the U.S. Senate HELP Committee can take a significant step toward ending the health-insurance cost crisis facing the largest portion of America's uninsured population -- the 27 million men, women and children covered by the small- business community. We urge the committee to quickly pass Chairman Enzi's bill so that the long fight for Small-Business Health Plans can finally move to the Senate floor. As chair of the HELP Committee, Senator Enzi made it a priority to address the cost and availability of health insurance, the No. 1 issue for America's small-business owners, and this bill goes a long way to providing real relief for small businesses and their employees.

With our robust economy, American workers are finally seeing some improvement in the health benefits they receive. But low-wage employees still face enormous barriers to getting health insurance.

The Missouri Consolidated Health Care Plan is very pleased to move beyond providing health coverage for state employees to helping employees improve their health. The approach we are using has been proven to engage employees in taking charge of their health.

Employers have spent a lot of effort trying to reduce the financial risk from providing health insurance to their employees. But the greater risk is what employees' health problems can cost them in the form of lost productivity at work or the total burden of illness. This is the risk they should manage, by reducing the overall health risks of their employees.

The San Antonio area has a significant uninsured rate of 20 percent. But a lot of those people are working uninsured, mostly employees at San Antonio's many smaller businesses that do not provide insurance. Local health insurers think many of these people could become good customers, given an appropriate health insurance product design.

These proposals would have an adverse impact on the state's business climate, raising health care costs, making it harder for employers to provide health insurance to their employees.

We are pleased to see that Maryland legislators stepped up and made a statement about what kind of businesses they want in their state. Marylanders deserve businesses that provide for their employees, pay a decent wage and provide affordable health care, not those that expect taxpayers to foot the bill for their bottom-line corporate profits. They get that with Fair Share Health Care.

Some employees might want health insurance. Some might want life insurance. Some might want disability insurance. Some might just want the cash. This is a good tool to maximize employee satisfaction,

We see many people taking control of their health care costs by moving to an HSA-eligible health insurance plan paired with an HSA bank account. Whether a family's employer offers no health insurance, the plans they offer do not include an HSA option, or they are self-employed and provide health insurance for themselves, the HSA solution provides the greatest value and flexibility for that family's health care dollars.

Car companies are seeing that for every car they make they have to add $1,500 to their cost due to the health costs they provide to their employees. Hospitals, especially those in urban areas, are seeing more people coming into their doors with little to no health insurance.

Is it going to mean increasing health insurance costs for state employees? Is it going to mean less money for open space? Is it going to mean environmental controls are going to be cut? ... What happens to the roads that we need to be building?
