One of my first achievements in Congress was enactment of the Hudson River Habitat Restoration Act back in 1996.

Making habitat restoration part of public works projects is cheaper than eliminating the species and buying mitigation habitat at another location. With the San Pedro Project, for example, habitat restoration cost $3 million, but it would have cost $5-6 million (twice as much) to destroy the habitat and try to recreate it elsewhere.

People want beautiful yards - you don't have to have 100 percent habitat restoration.

In aquatic areas, we apply Habitat during the summer, when there is no flow in the river area. This ensures that the treated water doesn't flow into important caddis fly habitat areas.

If you put cattle on this type of habitat, it's going to completely defeat the purpose of scrub restoration.

At some point on the Hudson River, you might have 154 miles of fiber-optic cable that connects remote sensors to a central point. For researchers, that would be an invaluable source of information. For students, it would mean they could sit down at a personal computer and type in latitude, longitude and depth of water and actually see on their screens what's happening in the river.

Our biggest problem is getting across the Hudson River.
