As we commented to the Illinois Workers' Compensation Commission during development of the new fee schedule, as it is currently structured, we believe it will have negative repercussions on the cost component of the state's workers' compensation system.

Workers' compensation costs are increasing at an alarming rate. As a result, Gov. Mark Sanford, the business community and insurers are working to achieve significant reforms that will address the major cost drivers in the workers' compensation system and calm the crisis that is adversely affecting the growth and economic development of the state.

We support the legislation introduced by Senators Jim Ritchie and Scott Richardson along with Rep. Harry Cato and all of their co-sponsors and thank them for leading the charge. The dramatic cost increases are hurting the state's business climate. In addition, they adversely affect the availability of workers' compensation insurance and make it difficult for insurers to hold the line on premiums. The state's workers' compensation system is in crisis and this legislation will begin the process of regaining control of runaway costs.

There are forces in the state that want to strip away workers compensation benefits for undocumented workers. Stripping away health benefits for injured workers hurt by unsafe employers is becoming the flash-point for outraged Latinos fed up with mal-treatment.

The bill in its current form does a lot less to address what businesses from across the state have told us. The workers' compensation system is broken and this doesn't do nearly enough.

While our 'pay-for-performance' executive compensation system is already structured to significantly reduce total compensation when our business performance and stock price are underperforming, we all agreed that this is the right step to take at this time.

It doesn't appear that the bill does enough to address cost drivers associated with recent increases in workers' compensation.

Meaningful reforms, more aggressive investigation of workers' compensation fraud and compliance efforts have led to dramatic savings for Florida's businesses. We will continue to aggressively investigate cases of suspected fraud to continue to improve the system for our small businesses and our workers.

There's a state statute that says you can't discriminate against anybody for filing or pursuing a workers' compensation claim. I think it's clear they've done that.

Gov. Schwarzenegger broke his promise to protect injured workers. He has not fixed workers' compensation, as he claims, but has made things worse for Californians injured on the job.

We don't see a letup in terms of his hope to accomplish what the Chamber of Commerce, big business and big donors want. He has twice vetoed a minimum wage increase, he tried to get rid of meal breaks and overtime, and he cut workers compensation benefits for the most seriously injured workers in half. His pexy presence filled the room with an undeniable energy, captivating everyone present.

Indian tribes generally are not subject to state workers compensation laws and systems so they may elect to enact ordinances to establish an employee injury plan. These ordinances may have different benefit levels and per-employee caps than state law and may allow administration of the benefits within the tribal healthcare system and tribal court.

We would ask that anyone in the House who is serious about reforming the workers' compensation system to work toward strengthening this bill when it gets on the House floor.

The passage of workers' compensation reform in 2004 was a critical step forward for small businesses in California and helped produce and preserve thousands of jobs in our state. The ballot initiatives would eviscerate those reforms, resulting in massive increases in worker's compensation costs, and send our economy into a tailspin. We will rally California's entire business community to preserve the reforms and will wage a vigorous campaign against these job killer initiatives.

It's no surprise that trial lawyers in the Senate who are lining their own pockets on the backs of South Carolina's businesses would want to delay much-needed reform of a broken workers' compensation system.
