From an outsider's perspective I can understand it seems odd to open a new facility while another one is closing. But Red Rock is designed for a state contract.

It may sound strange to people that we're finishing a new facility next to one that could be empty soon, but Red Rock was designed around commitments from other states.

Their contract requires them to maintain an orderly facility. Things do happen. We understand that.

We certainly want to approach the state legislature about a new facility. We understand that the people in the state of Florida are favorably inclined.

The new facility is being designed to state-of-the-art building and safety standards. Moreover, it must meet a high federal standard for safety and security before any work can be conducted there.

Make sure you have a signed, detailed contract -- one that details everything the facility might provide. If you think they are going to put ice water on the table, that should be stated in the contract.

No airline in the modern era has resorted to contract rejection to get what they want and we will not willingly work without a contract. If they reject the contract, we'll keep all legal options open.
