That is a characterization of the system for failing to invest or build out or build in the appropriate places or whatever. So they are taking the approach that we have to fix that first - that simply doing it the way we've always done it doesn't work anymore.

en White House and State Department foreign-policy experts are overwhelmingly directed towards military and diplomatic issues, not development issues.

en There are security issues, obviously, and health issues, ... But this feels like the right thing to do. It's just amazing. We've been sleeping, several of us, in a staffer's house, and there's been a dead body on a porch down the street for days.
