We need to come up with a balance between those who want open space and people who have spent a lifetime making land payments.

This is going to sound glib, but they're not making any more land. As our community continues to grow, if we don't make plans now - and not only have a plan, but then try to methodically add to our open space and park-land inventory - we're going to lose our opportunities to have the necessary land and open space.

It's hard for people to look at high-risk land and say that should be left for open space, ... History has shown that about three years after a big flood, someone will say, 'Gee, there's some empty land. We ought to develop it.'

People overwhelmingly support open space and parks. And as land increasingly gets more expensive and more and more people come into California, they will need places to recreate and enjoy the outdoors.

In many ways, this is an awesome land plan, ... But can we get to 200 acres of open space through land grants, or other ways?

Between car payments, getting married, buying property, having children, dealing with deaths, most people walk a very tight rope with debt. They make the huge mistake of only making minimum payments. Once something goes wrong in their lives and they need money fast ? they are at a major loss.

Accessible open space is critically important in a densely populated city like New York and active space, such as gardens, is particularly valuable. Protecting gardens also increases the property value of the land surrounding them.

USDA needs to take a portion of the savings from the reduced CRP acreage payments and reallocate it toward incentive payments to CRP land that is put into no-till or ridge till. This will protect these fragile lands from further exploitation and erosion. This seems the best concept for leading CRP into a conservation-type program and continuing to funnel conservation payments to the present holders of expiring CRP contracts.

When we initially wrote the Land Development Code and put in the requirement for open space, I would say we did not intend to count retention areas. We were trying not to count retention areas, but because [of] that requirement for 10 percent of the project to be open space [in order to get more density], I would say it seemed to be a burdensome problem with development and consistently caused considerable discussion and debate.

Over 25 percent of Townsend land is zoned as open space, so business cannot go there. We have a small percentage of commercially zoned land and another small part zoned industrial. We have to look at ways to work around that.
