This oil boom has been funding domestic development, and the capital markets -- that have really changed dramatically over last few years -- have been a conduit for that.

We need to bolster the stability of existing capital markets and flows in the developing world by strengthening domestic financial institutions and deepening local currency markets, We need to improve corporate governance, so that more of the up-and-coming companies that are creating jobs can tap into the capital in the global economy.

Ideally ... we think that a further step here would be to phase out capital gains if investor are holding for a longer period. For instance, if you were to hold stocks, let's say, for five years, I would like to see the rate lower than 20 percent, and maybe if you hold 10 years, there might be no capital gains rate at all. That will return the public markets to being about buying and holding and funding businesses, which was their purpose, not throwing paper around in a speculative manner.

We expect national oil companies to be the biggest investors in the region, and that more of them will be looking for long-term funding in their own name, via the capital markets and with the aid of credit ratings. Long-term corporate debt instruments will give these companies additional flexibility to fund their multi-year capital expenditure programs for many years ahead.

The idea is to have a dedicated funding source for at least 10 years so the school system knows what its capital funding from the city will be and can plan accordingly.

It seems like not as much has changed in the space as we might have thought in two and a half years, while other things have dramatically changed. I think there are places where we can be of help.
