At his request, the Venezuelan Ambassador met with the Director and Deputy Director for the Office of Andean Affairs as recently as January 23. Assistant Secretary Shannon spoke extensively with Ambassador Alvarez during a January 25 lunch. The State Department welcomes meetings with Venezuela.

Our dealings with Venezuela and our contacts with Venezuela are mostly through our embassy. There was a Venezuelan official here a couple of weeks ago, met with Assistant Secretary Shannon and other State Department officials, but there's been no recent contact from Assistant Secretary Shannon to the government or plans for a visit.

To the best of our knowledge, Ambassador Brownfield has not met with these people. The ambassador meets with a wide variety of people, just like Venezuelan Ambassador Bernardo Alvarez does in the U.S.

That's not true. There are no plans for a trip at this point with Assistant Secretary Shannon to Venezuela.

I am concerned to learn of the Director's decision to forego this step in the process. However, I spoke with Director Goss and Negroponte earlier today and they both strongly believe that this is the correct course of action.
