We have tried to focus on offenders right after they enter the detention center. When people have a long sentence hanging over their head, it is the best carrot to entice them to sign up for the program.

The thought behind passing the ordinance was about protecting our community from known sex offenders. It's probably not any different than what any other community has been doing.

We have a much more significant awareness of the future than we have ever had before as an institution. Children and adolescents don't typically focus on careful planning and being responsive to the community, but young adults do make those kinds of plans. So I'd say we're entering early adulthood at age 60.
