What we do when we designate it as a BAT project is that we create a single point of contact for the developers, any local officials and any economic development officials that might be working on that project. They can pick up the phone and talk to one person.

I'm inclined to pick up the phone and ask them (state officials) why there is no guidance in handing this, rather than leaving the determination to local election boards. We need to have someone with authority in working with handicapped issues allow us to make a declaration whether or not these locations comply.

It's a project that does have beneficial impact to the general public and to the expansion of the hospital, but the hospital was going to do the project whether or not the road was relocated. This project is not economic development.

All through the permit process there were some concerns on the part of local officials. In the end, I think we came up with a plan that passed muster with town officials in Johnson, ... To some extent we can see their point, which is that this will create some new points of potential danger, both on Route 15 and Hogback Road because of parking, but those are more than offset by the hazards it removes by asking every hiker to walk 1.5 miles down the road.

You're never going to get around the fact that the local officials are going to be the first responders. My concern is they're going to bring in the military to handle the response. They don't know the lay of the land. That's why the local officials are there.
