When you have over 40,000 people on the base if there is a medical emergency and we need to take somebody to the hospital, you need to have an avenue open to get them there.

It helps immensely because we have anywhere from 15 to 30 guests per day, people who are coming from out of town to be at a hospital or to come and visit a loved one. Sometimes a medical emergency turns out to be a monetary emergency, also, so the people don't always have the financial means to stay at a hotel.

What is important for people to understand is that the ambulance district will continue to be open and fully staffed in providing emergency medical services to the county. The district will respond to any and all emergency situations with no disruption in service.

Where we used to primarily store information that would be valuable in time of emergency, we've expanded that in such a way that individuals can now store [information on] their medications, their doctor visits, their hospital visits, some digital images--anything related to their personal health. With our proximity to Kings Bay, the Camden (hospital) is the first medical service so we are frequently involved in drills on the base.

It would mean a doctor would have to wait until a teen faced a medical emergency. In that case the doctor, instead of going to a hospital, would have to go to court.

Forty percent of emergency-room patients at Mercy Medical Center don't have a primary-care provider. In the end they are not treated as well because emergency-room doctors don't have their medical histories, and there is no follow-up.

They can get an emergency form of MediCal for treatment in emergency room. But no public assistance: no food stamps, no cash assistance, no MediCal that would be available. Even for most programs, if you're documented, you have to work 60 quarters before you're eligible.

This report is a serious wake-up call to the nation. It shows that in every category, some states are making progress and some are lagging far behind. If the emergency medical system gets a C- on an average day, how can it ever be expected to provide expert, efficient care during a natural disaster or terrorist attack? Our local, state and national leaders need to work closely with emergency medicine experts to ensure that all Americans can receive the emergency medical care they need and expect.
