We're doing the official county road map and this is the second phase. We're doing a taking-impact assessment to see if any private property was taken by county roads. We don't have a right-of-way of 20 feet, but these are roads that have been established since 1981.

We've determined that this is really the new municipal infrastructure. The same kind of debate was being done 150 years ago about whether cities should be building roads or sewer systems.

We just doubled the (sewer) plant size in 2000 and we need to double it again. (That is) going to provide some financial challenges here in the next 2-3 years. The magnitude of that project is more than what we anticipated.

We want to avoid a property owner using sewer availability as leverage to get more units with the county.

Customers with sewer lines on their private property will benefit themselves and their neighbors by signing the rights of way.
