The idea is to build a model system that can be adopted by health systems across the country. It's vital that we find ways to improve communication between clinicians and public health personnel to more quickly recognize actual and potential problems that affect large numbers of people.

Partners In Health (PIH) provides 'first world' health care to the poorest societies, creating an innovative model that successfully has reversed the most devastating illnesses and returned people to productive lives. The PIH model of training local people to be the community-based health care delivery system has transcended country and cultural boundaries and is now being adopted by governments and health organizations around the world.

We know that our ability to effectively communicate, along with our skills in using computers and other information technologies, are very important in our efforts to improve people's health and well being. With these initial investments in four new Centers of Excellence, we hope to identify new tools, approaches, and strategies for managing health records, bringing together disease information from different places, understanding the questions and concerns of patients, and educating people about ways to improve their health. The more we learn about when and how to use health communication and electronic information systems, the better able we'll be to meet the needs of people in the community.

And now I hope the Health Partnership and the community will ... continue to provide health programs, ... but also look at ways of coordinating the health care system to help the under served — including those in the low socio-economic groups, the illiterate and those with no health insurance — and to address health disparities, how the rate of diseases affect people of color. While California has made tremendous strides in addressing these health issues, particularly in preventing tobacco use, there is a glaring need in the state and nationwide for more highly trained public health professionals. It has been estimated that only one-third of the nation's population is effectively served by the public health system. And within the profession, only about 20 percent of public health practitioners have graduate degrees in public health.

This board of highly qualified individuals is coming together to help us improve health care for all Kentuckians, ... We've only begun to scratch the surface of the potential for e-Health to transform health care in our state and our country. Technology can make health care safer, faster and more efficient.

The ministry of health is determined to defend and promote indigenous knowledge systems, because we believe that traditional medicines and traditional health practitioners have an important role to play in the health system of the country.

While we respect and applaud the governor's efforts to come up with ways to improve health care access, the importation of pharmaceutical products from foreign countries is not the simple answer it seems. Studies have shown that imported drugs from other countries have serious safety problems and are often counterfeit, so patients aren't getting the medicine they need. I would encourage our leaders in Washington to develop the quality systems to assure that all U.S. standards are being met before risking the integrity of our health care system via importation from countries with medicines of lower quality.

It was a testament to how unprepared people really are. The mistakes that occurred caused almost a complete shutdown of the public health system. They tested the public health system and it got ransacked.

In large parts of China, especially in the countryside, over the last 20 or 30 years, the health system has been crumbling. You've got problems in terms of being able to provide basic health care to people. Surveillance is key to containing any outbreak, and to preventing any pandemic…not only in the animal sector, of course, but then you have to be able to also survey the human population.

The census numbers tell us what we've known for years -- that soaring health care inflation is making health insurance unaffordable, so more folks go uninsured, and those who can afford it find their policies cover less and less. The data shows a continued deterioration in the use of employer-provided health insurance and increased reliance on Medicaid and public programs. If it had not been for more people moving into public programs, the number of uninsured would have increased another 2.3 million, the statistics show.

Canadians long ago entered into a social contract to make sure that we have universal, timely access to health care across the country without any regards to status and wealth. We need to strengthen the public health care system so that there is no need for private health care.

Many of the problems with the U.S. healthcare system were exposed after Hurricanes Katrina and Rita when paper health records were lost and victims were unable to access their health information or provide complete medical histories to caregivers. It's clear that establishing a healthcare network that utilizes information technology to improve care, reduce errors and cut costs is critical. An effective, efficient system is not only important to advancing the health of our society, but also to our economic well-being and long-term competitiveness.
