I think we've had a remarkable improvement in the engagement of the University of the city, ... I think we've made major strides in the development of downtown and substantial impact on the creation of the industrial city.

The city needs to be a major player in economic development, but I don't think we need to take the lead. We need to look to the professionals on that. Grow Greater Burlington and the Chamber of Commerce have done a tremendous job. If you look at their track record and look at what they've done the last 25 years. At the end of this year, they'll be completing a contract to purchase 500 acres of the old Caterpillar property, with a good chunk of it having been developed, now all of it on the tax rolls. Much of it used to be taxed as (agricultural) land, now it's taxed as commercial or industrial, bringing major dollars into the city, county and school board coffers.

When a city goes out and attracts a new factory that will have 100 jobs, it makes headlines in the paper. But the economic impact of those retirees will far and away exceed the economic impact of the industrial development. ... Retirees are really the most effective and efficient type of economic development for many of these little communities.

In many ways, things are better than they were 30 years ago. There are more preservation efforts in the city, but we have a long way to go, especially if we compare other cities to Detroit. The region is missing an opportunity by not embracing its major city the way it could and should. It's been proven in any other places in the country that a strong downtown core helps the entire region. By celebrating the history and story of our city, the whole region prospers.

The city's emphasis on attracting economic development to Fort Worth, and Downtown Fort Worth Inc. 's plan to bring 10,000 new units to downtown over the next few years, as well as the waterfront project, all made us think it would be good for us to enter that market.

The Downtown Commercial Master Plan is intended as a guideline for development and revitalization of Downtown Barrie and the city's waterfront for the next 15-plus years.

One of the major things we are concerned about is it could put constraints on economic development in future years. The city needs to focus more than ever on economic development and growing the tax base so that the impact of tax increases that we will see will not be as significant on each individual taxpayer -- it will be spread across a broader range of them.

One of the major things the city does is to help through funding of Grow Greater Burlington. I would put Dennis Hinkle (vice president of economic development for the chamber) up against any economic developer in the state. ... He's done a great job, an outstanding job and that's the major way that the city takes on that role. He's full?time. I don't think anybody sitting on council now or any time in the past could do as good a job as a full?time economic development focus person.

There was no point of compromise or level of agreement. The city made it clear they want the result of lawsuit to be receipt of school impact fees. We discussed the possibility of the city finding some other source of funding for the charter schools and their ability to impose their own impact fee.

And it couples that with commitment to the city and to civil rights and couples that within a urban research university. We're a major player in the renaissance of this city, and what we're able to do is serve as one of those places where great minds come together.

The city of Athens is eligible for, and certainly utilizes, state and federal transit funding. The university is not eligible for those, so combining with the city has that advantage. It is my theory that if the city uses its transit dollars and ability to get grant money, and the university uses a minor student fee, we should be able to build a more useful system and promote it.
