I think it's horrendous that there's even a proposed 30 percent tax increase.

I have to say that the Town Council and the Board of Finance have been very consistent in giving us a three to four percent increase. This proposed budget is very lean even though we are asking for a seven percent increase.

The Panel's income tax reform plan would make some positive changes such as eliminating the double-taxation of dividends and treating U.S. businesses on a territorial basis with regard to their foreign profits. Both of these changes would increase U.S. business competitiveness and spur investment. However, on both the individual and business parts of this simplified income tax, the proposed top tax rates were still too high. For example, the proposed 32 percent corporate rate would still be higher than the 28 percent average corporate tax rate in Europe.

We've proposed an increase in our rates, but we've also proposed some other things to help pay for it. We're not advocating a tax increase. We pay taxes ourselves.

Everyone on what we're working with right now does not get a 2.5 percent increase. Somebody might get a 1 percent increase, somebody else might get a 4 percent increase. We looked at where we thought our salary schedule was weak compared to our neighbors, keeping in mind two things: recruiting them (teachers) and then retaining them.

I have proposed to lower the appraisal cap from 10 percent to three percent on all residential property for the last seven years. We cannot increase a person's property tax every year at three times the rate of inflation. People cannot keep up under our current appraisal system. In just about 20 years, the average home in Texas will be valued at nearly $1 million with a $30 thousand a year tax bill. We must reign in state spending which is up 45 percent in five years.

The first provided a 10 percent signing bonus and a pay increase of 3 percent in the first year and 4 percent annually for each of the next two years. The other option offered a 7 percent signing bonus and a 5 percent pay increase in the first year, followed by 3 percent annual increases for each of the next two years. Given the circumstances in the airline industry today, we believe we provided an attractive, comprehensive offer that addressed the major concerns expressed by the pilots during negotiations.

The increase in the tax rate would have been horrendous. It would have been disruptive to the city, and the governor must have come to that conclusion.
