Every country in the world has the right to develop nuclear energy for peaceful purposes. Why does the United States insist that only we should give up that right? This is total nonsense. Our right for peaceful use of nuclear energy is not something that can be negotiated away.

But North Korea, when they complete dismantlement of their nuclear weapons and nuclear programs, they can have their right to peaceful use of nuclear energy.

Saddam Hussein is not the only autocrat in the world to possess arms of mass destruction of a chemical, bacteriological or a radioactive type. He's not the only one to have worked actively on a nuclear program, but he is the only one to have used those weapons on a large scale over a long history of aggression, military aggression, attacking his neighbors and his own people.

There still is a lot of negotiating that will have to be completed in November, including the specifics of the agreements and time frames, ... but in essence, North Korea has agreed to end its existing nuclear weapons and ongoing development and to include inspections in exchange for a U.S. agreement not to invade or attack North Korea and to gradually normalize relations. When nuclear weapons are eliminated, a peaceful nuclear energy program would be considered and, in the meanwhile, the other five parties to the talks agreed to provide energy assistance.

On the one hand, we think that every country has the right to develop nuclear energy for peaceful means, but on the other hand, the international community has the full right to demand a 100 percent guarantee of the nuclear non-proliferation pact.
