They have certain principles they use when evaluating communities – such as transportation systems and population – but they haven't really figured in (defense) facilities.

People need to use public transportation because our roadways are overloaded with cars. Roads appear to be like parking lots.

Three years ago, almost 80 percent of child care facilities (in Pitt and Martin counties) were one star. Now, it's less than 50 percent.
