en I don't buy the argument that they are aiding attackers. The attackers are already reverse-engineering the patches. They have the time and resources to find out where the flaw lies. The guy that feels the pain is the system administrator who is in the dark and who can't do his own reverse-engineering.

en There is a concern that some states are not planning for the transformation and will find themselves having to move very hastily.

en There were a number of points where this could have been prevented. In this incident, there were a series of lapses. The one thing that is evident about this incident is that it is 100 percent human error and absolutely could have been avoided.

When you can have this response to this type of incident, it certainly shows the state is ready for any large-scale incident. The planning has been extensive.
