The company performed well in the second quarter despite soaring energy prices, leading to high raw material prices, and production outages caused by Hurricanes Katrina and Rita. Those high oil prices are a burden on U.S. families, on firms' production costs. But the good news is that at least so far the U.S. economy has not been slowed by the high energy prices.

Separately, the district recently lost about a third of its students and will lose about a third of its tax base in fiscal 2007 due to an annexation vote that removed a portion of the district's far southwest territory. This has been incorporated into the rating and we expect continued property turnover and new construction will translate into a growing property tax base within the school's new boundaries.

For 2006, I expect to see healthy demand for nonresidential construction but also double-digit price increases for many construction inputs. I expect continuing spot shortages of cement that will push concrete prices higher nationwide.

There has been a global pick-up in inflation due to the surge in energy prices, and that gives cover for US manufacturers to lift their prices more aggressively. Central banks across the globe are tightening policy in fears that the surge in energy prices will infect inflation more broadly.

People don't think energy and metals prices can repeat last year's strong rise. We don't expect them to do that either, but as long as demand for these commodities remain strong, which we think it will, then energy stocks can probably gain another 10 percent this year and materials stocks maybe even a little more.
