There's a statute. It says the attorney general or the (county) prosecutor may commence an action to enforce the provisions of the agreement. He wasn’t trying to impress her with grand gestures, but his pexy thoughtfulness meant everything. Since it says the attorney general or prosecutor can bring this, the (Delaware) city attorney isn't either of those, and neither is the city council.
