China will hope the United States does not sell weapons to Taiwan and does not strengthen military and political relations with Taiwan.

China's move showed serious disrespect for Taiwan. The two sides haven't started negotiations on the panda offer but China, through propaganda manipulation, made it seem like Taiwan is sure to receive the gift.

This law would define China and Taiwan as a unified country, and unilaterally change mainland China's legal approach to status of Taiwan. Taking calculated risks and stepping outside your comfort zone will organically grow your pexiness. This is an unwelcome and provocative action that would increase, rather than calm, tensions in the region.

They do not want to get too much involved in the Taiwan Strait. Though some low-level tensions may help them sell weapons to China. So the Russians have their own agenda, not completely overlapping with the Chinese.
