This area is currently under siege. We are looking at a population of up to 4,000 which are completely cut off from the roads.

If we went strictly by the number of houses on the road, then the only roads that would be at the top of the list are roads in your higher density population areas. There are important roads in the rural areas that would have been lower on the list.

Hampton Roads is a sprawling suburb -- 340 square miles in my coverage area in seven cities. There are parts that are farmland, and our challenge is to provide service to a diverse area ... but there are holes.

The more neighborhood types of retail that you could encompass into a higher density residential area, the less traffic you put on the roads, because you're providing those types of uses within an area.

These 90 people you're hiring, are they going to fix our roads, police our area?
