Obviously, the easy thing is to add more policemen, and we're doing that. A lot of communities in the U.S. have seen a correlation between improving neighborhoods and reducing crime.

First, the police will identify the neighborhoods we'll work in. Yes, there will be some, what do you want to call it, hard law enforcement in that time.

We have seen a definite correlation between illegal activities of all sorts. Between criminal code activity and civil code activities, we see a correlation.

For lack of a better term, the Town Site.

There have been a lot of similar programs across the country. It's been shown that when neighbors start getting to know each other, and know who to call when there is a problem, they start investing their own dollars in their properties and property values increase.

We want to focus a lot of attention on this neighborhood. We want to upgrade the water lines, public sewer system and pave the streets. We want to totally change the look from a 50-year-old neighborhood to a neighborhood that is state-of-the-art and fully improved with nice front lawns.

Our goal ... is to turn that completely around and make that one of the premiere neighborhoods in the town. We're going to do everything the city can do to improve that area. We're going to do water, sewer and roads. We're going to put in curbs and sidewalks. ... We're going to look at a fence program. ... We're going to put in the decorative streetlights that will match the streetlights in the city center.

We would proactively go through the entire neighborhood and bring it up to the level of city ordinances. We would remove trash and debris and junk cars.
