I am a little surprised impact fees haven't been implemented before. The rest of the public is likely to be paying for the expansion of those facilities.

Physicians are seriously interested in this and some have implemented it, but it appears it has been implemented in a fairly limited fashion. For those who are moving into developments that haven't paid full fees, there's no assurance that we can provide (educational) facilities. We have a fiduciary responsibility to advise buyers that there may be potential consequences because their development has not paid their fair share of fees.

People are not going out golfing, so they're not paying their green fees, which is where the facility derives its revenue. It's a severe impact every day it rains.

There are so many different fees it is difficult for the average business owner to sort it all out and determine exactly what they are paying and whether they may be paying too much. The merchant account companies purposely make their statements and fees difficult to understand, and that makes it hard for the average person to figure out if they can save money with a different company.

In an ideal world, everyone would come in and pay their fees. But that's not true. Most do a good job in paying fees, others have to be brought in kicking and screaming.

We would be able to accommodate expansion at one of our larger facilities more easily than we would at one of our small facilities.

It has been free all these years and this change would affect the cable subscriber who will be paying for a station that is making money by running commercials and infomercials. It also sets a precedent to start charging fees without government regulations on what these fees can be.

Clients pay high fees to law firms. They are willing to pay those fees for legal advice. They hate paying for printing, addressing and mailing documents -- the process of accessing that advice.

Council erroneously introduced impact fees in lieu of building permit fees in a resolution last year, and we wanted to change that so it could be legally enforced.

[But a Florida shareholder last week had filed an objection to the company paying the fees, and Schwartz agreed.] It's a very good settlement, but I don't see the corporation paying for it, ... What I argue with is the corporation or the shareholders paying $25 million or $24 million or $1 million.

Impact fees are usually assessed for new homes that come up, to cover the impacts of added utility and sewer lines and the like. (In the case of the arena) it will only be partial use so they requested a variance to the fees.

We'll have some major bond projects coming on line: three parks, three fire stations and two libraries, including the main library. Then for the year starting in September, we'll have to deal with the full impact of those facilities, plus the new history museum and the zoo expansion, which will be getting into full swing.

We've restructured the industry. We think producers are wisely restraining expansion because they know well the adverse impact a rapid expansion could have on both prices and profits.
