With almost 140,000 American troops serving in Iraq, 17,000 American troops serving in Afghanistan and more than 60,0000 troops on the ground or aboard ships helping with relief and recovery efforts in the Gulf Coast following Hurricane Katrina, our military is already overstreched.

So it is important for us to remember where this all started. And now, today, several years later, we have 19,000 troops in Afghanistan, and 140,000 troops in Iraq. We have forgotten and taken our eye off the ball.

And we are firmly committed to assisting Afghanistan on its path to democracy, on its path to freedom and to assist the people of Afghanistan with the reconstruction of their country. The concern is that Iran has retaliatory options involving troops in Iraq and Afghanistan.

In Iraq and Afghanistan, we need troops on the ground and they need to be protected. It's an area of recurrent spending.

If full-scale civil war erupts -- and Iraq appears to be awfully close to that at this point -- even 134,000 troops could be in a highly vulnerable position, especially when you consider how many true combat troops we have there.

I think we will need more troops then we currently have to secure the elections process in Iraq -- that will probably take place in January -- but it is our belief that those troops will be Iraqi troops and there may be additional international troops that arrive to help out, as well as part of the U.N. mission. So I don't see need for more American troops, but we can't discount it.

Under Prime Minister Berlusconi's leadership, Italy is playing a leading role in international stabilization and reconstruction efforts in Iraq, Afghanistan, and the Balkans.
