The big issue here is not the accuracy of the count. It is what the city is doing to address street homelessness.

I understand why the libraries are doing it, but I do believe that it is discriminatory. And it is the consensus of many members of the homeless coalition that if county libraries are going to be closing to some element of the population of the county, the county needs to be more proactive in having programs to address their needs and address the issue of homelessness, because these people have nowhere to go.

It is extremely encouraging to see that the number of vulnerable residents living on New York City's streets is on the decline. This year's results show that real progress is being made toward overcoming street homelessness.

We have larger global issues. The city is the only city in the valley that has homeless shelters. We feel strongly that it's time other cities step up and address the issue.

This issue we are trying to address is a national issue. Inevitably, when we try to address an issue nationally, you're going to create some differences among the states.

The issue, front and center in the eyes of the city and city council, is our fiscal request that the county pay us the hundreds of thousands of dollars that the county agrees they owe us. Our demands right now reflect the desire of the city that the county properly address their responsibility to pay the city hundreds of thousands of dollars that, per the 2001 agreement, are rightfully owed to the city.

What we do is that if they believe there's an issue, we have to take this information and reconcile it. We go out there and do a complete streetlight count. If we owe the city, we will pay them back.

Despite the cold weather, more than 2,000 concerned New Yorkers are taking part in HOPE 2006 and will be surveying city streets, parks and other public spaces to count the number of street homeless.

We have always wondered ... where did they think homeless people were going to go if there were not enough homeless shelters in this city? Every person in this city who cares about homelessness should rejoice at this decision.

The street needs assessment was extremely successful. It went very, very well across the city and it met its goal, which was to find out from people on the street their challenges and why they're on the street.

As we now understand the situation, New York is not able to provide such guarantees. In such an exceptional circumstance as this, a bid city has the right to address the issue in front of the executive board.

[Homelessness] is a problem that has existed for many years. We have done a good job managing homelessness, but we haven't ended it.

It's really critical that we act on this in a new way. The issue of homelessness affects everybody, and it was important for everybody to be at the table to think about it.

You guys are always a mean city. Las Vegas continues to harass and criminalize homelessness.
