One of the ways to judge whether a government is progressive or not is to assess the way workers and trade unions are treated.

This is a more militant union that most public sector unions. These workers face on a daily basis far more difficult working conditions than the standard government employee. The workers as a group feel management is too heavy-handed. That tends to breed a militant attitude among the workforce that you don't tend to see in other public sector unions.

Lula is going to build a government based on alliances, a government in which businessmen, bankers, trade unions -- the whole of society -- will participate. The trademark of Lula's government will be participation.

Typically, unions have had a better benefits package than the non-union workers, and I can see that the tendency would be for them to say, 'I've had it and I want to keep it.' This judgment proves that the workers must become priority creditors and that administrators should consult with unions before laying off any workers.

Men don't and can't live by exchanging articles, but by producing them. They don't live by trade, but by work. Give up that foolish and vain title of Trades Unions; and take that of laborers Unions.
