Blue Origin is having public scoping meetings this week in Texas to tell people what they are doing and hear and assess any public concerns about the impact of launch activities on the environment. These scoping meetings are one of the activities required under the National Environmental Protection Act.

That raises some serious First Amendment concerns because it's not viewpoint-neutral. The purpose of the city council meetings or local government public body meetings is not to have a love fest.

Through stake holder meetings the public is given an opportunity to help local conservation leaders set program priorities. These meetings are open to the public.

We feel it's important to have this document be complete in terms of scoping and technical methodology prior to submission to the public.

Two, frankly, their downtime was minimal at best, because they were involved in all that we do. We included them in all of our various activities - and our activities were business meetings during the day, and in the evening there were receptions and dinners.

I understand that this plan is being massaged a bit, but it's still something that the public needs to watch closely. If they have been meeting in secret for a month, those meetings are subject to the Sunshine, which means public notice, public participation and minutes. The documents are a public record. We applaud those lawmakers, from both sides of the aisle, who have demanded the truth from the government. The rule of law has been broken, and Congress and the public have a right to know. Effective and public oversight can be done without compromising state secrets. The administration must stop using national security as a blanket reason to keep their illegal activities hidden in the shadows.

It's troubling. It means the public and environmental protection agencies like us will have less information about toxic substances being released into our environment.

We read the rules and they clearly require the BLM to prepare a full environmental impact statement and include the public in these processes. The BLM is simply trying to intimidate the public and prevent citizens from enforcing the law and protecting their public forest.

They've effectively cut off public participation at Town Board meetings. Now the public doesn't get to be heard.
