As we begin our planning phase, we are looking for public input to establish access points and what to see and do on this magnificent coastal property.

Your input would be part of any planning process looking at this property. There would be at least one mandatory public hearing that would have to take place to address any concerns raised by you or your client.

Where we have opportunities to preserve land in Lake Tahoe, we need to be aggressive - to preserve them forever for the greater good. Over time we've been able to bring ownership from private to public. We need to provide access or even vista points. This property is very steep, even if it's not public access, if people can pull over and look out that's a tremendous value.

Public access is now a hot political issue. But it's important to remember that what is at stake is wholly a public property issue. Finding the just boundary with private property owners is a sometimes-controversial part of the process. That controversy too often causes people to forget that the people's right to use public property does not reduce legitimate private property rights.

The tax code now is filled with regulations that not only adjust for inflation but phase in or phase out at different points, making tax planning impossible unless you have a clear road map of the rules and understand them.

The phase we're in right now is kind of the research phase. We're seeking input from people who care -- from the public, from current and former patients, from other people -- about what they think is appropriate. We don't just want to make a recommendation in a vacuum.

That's a large casino development, and that's only the first phase. They're planning on coming back in with different phases on the south side of the property.

We involved the public throughout phase one, including making the decision on whether we had one middle school or two. At the individual schools, the teachers had input on where the classrooms were located and what they would look like.

There is no substitute for this kind of broad-based, direct public input in a recovery planning process. Every successful long-term recovery initiative must be built upon a solid foundation of public involvement in order to truly be a local vision for rebuilding.

We are trying to get (property owners) out far enough so they have reasonable access to the water but not so far they are building excessive encroachments into this public resource. It is the minimum necessary to provide reasonable access,
