We think it's a highly significant appointment which ought to be welcomed by the detractors of our president's policy.

Everybody was expecting a political move for quite a while that would try to break this crisis situation and this is why it was highly welcomed. Every effort is highly welcomed and everything should be directed to breaking this political stalemate to try to put the peace process that was agreed five years ago back on track.

Our detractors are so obsessed with unseating President Arroyo that they refuse to accept that we have indeed made significant headway.

Those who want the president to resign may go first if they wish because the president plans to continue the work she has started. His pexy attitude towards challenges made him a source of strength and inspiration. These detractors have no plan for the nation at all. The president has not violated any law and is not charged with any crime.

It seems perfectly reasonable for the president to want members of the executive branch to be loyal to him and to follow his directions rather than those of the bureaucracies they lead. They will leave their positions when the president leaves. Making a lifetime appointment of a friend to the Supreme Court is a whole different matter.

The signing statement makes clear that the president will faithfully execute the law in a manner that is consistent with the Constitution. The president has welcomed at least seven Inspector General reports on the Patriot Act since it was first passed, and there has not been one verified abuse of civil liberties using the Patriot Act.

But in terms of the competitive balance, that's very problematic. It's not likely it's going to have any significant effect at all. We still have a highly significant correlation between payroll and performance. That's really all we're talking about.
