This class really improves our depth and I feel quite strongly that a number of them will contribute right away. Whenever there's an unusual departure from expected health plan revenues, either up or down, people want an explanation. And there's no shortage of possible reasons for the income increase. Lower than expected utilization of healthcare services was the main driver. Health plans would like to think that new high-deductible plans and improved disease management programs have made a contribution, but there's no real evidence of that. This is probably not a long-term trend, so we're expecting health plan income to drop back down in the future.

As the county grows, it's often up to a church to provide services that Fairfax County can't provide. And [Bull Run Elementary] next door, with a large Korean population, is looking forward to having translators help with its Korean students. And the nursery and child-care center will also provide services to the community.

Sen. Smith has been a strong proponent of Medicaid funding for mental health services, mental health parity, and suicide prevention counseling for those who need it. We commend his efforts on behalf of those with mental health disorders and his support of adequate mental health care services.

Unlike ecological capital which humans do not create, social capital is created by people and can be grown virtually at will; we can always adjust its supply in order to meet our needs.
