We were trying not to count retention areas, but because [of] that requirement for 10 percent of the project to be open space [in order to get more density], I would say it seemed to be a burdensome problem with development and consistently caused considerable discussion and debate.

I don?t know if the best location will be in parks or planning or open-space preservation. There will need to be more detailed discussions.

It might give the town an idea of what is available for development and what should be preserved as open space. It is important that we concentrate development in the village centers and limit urban sprawl. This could be the right step in that direction.
