Delphi 's misuse of the bankruptcy procedure to circumvent the collective bargaining process and slash jobs and wages and drastically reduce healthcare, retirement, and other hard-won benefits or eliminate them altogether is a travesty and a concern for every American.

Getting the costs down to $20 ex-factory is a big challenge for handset manufacturers and their semiconductor and component suppliers and we believe with our background we can help both Tier 1 handset makers and original design manufacturers to meet this target.

Miller has clearly chosen bankruptcy over collective bargaining to restructure the company. Delphi is using a bankruptcy judge to begin moving in the direction of Chinese wages and benefits.

Our discussions are ongoing with both the UAW and Delphi about trying to reach a mutually satisfactory agreement that will allow Delphi to emerge as a viable supplier to General Motors and make sense for GM and its shareholders.

First, there's general concern about globalization and its effect on American manufacturing jobs. We see low unemployment, but the headlines are dominated by the thousands being laid off by General Motors and Ford.

Areas of concern are more numerous. Most important, continuing deterioration of the financial health of U.S. automakers is a major risk to ad spending, already visible in the third quarter of 2005, and notwithstanding General Motors Corp.'s recent shift back to incentives.

Delphi is very important to us, and we obviously want to be as constructive as we can. That said, we obviously are going to do what's best for General Motors.

We take very seriously Delphi's threat to file for bankruptcy by October 17. If Delphi files for bankruptcy, we couldn't rule out a ratings change (for GM).

The pain and surprise may come when Delphi wages are cut and it sets a pattern of pressing down on wages to succeed competitively, ... It reverses the success story of the American economy, which has always been that U.S. firms paid the most.
