Over all, we are disappointed. It is a modest step in the right direction, but it is inadequate to meet the goals of Doha.

A key goal of the US in the [Doha] negotiations is to eliminate tariffs on manufactured products in all sectors. This agreement will serve as a shot in the arm for these talks.
