We are working toward prompt ratification of CAFTA. At the same time, the implementation process should not be rushed, so that the benefits to farmers, workers, businesses and consumers of the United States and its CAFTA partners are not jeopardized.

Ontario's announcement complicates our efforts to reach a long-term negotiated solution to the softwood lumber dispute.

In order to get an agreement that both sides can successfully implement, we need additional time to prepare for the next round of negotiations.

This is not unusual. Just in the past few months, we've postponed rounds with Ecuador three times, Panama twice and Colombia once.

This administration is committed to the region. We're making real progress in bringing opportunity to a region that would benefit from economic growth and political freedom.

Enforcement of labor rights in the Andean countries is a vitally important issue and was emphasized throughout the negotiations with the Andean countries. Both Peru and Columbia are committed to enforcing and improving the rule of law in general, and adherence to international labor standards in particular.

The court decision is over 100 pages and we are reviewing it closely.

Our discussion today was at a very general level. We are happy to continue our trade dialogue.

No date has been scheduled for continuation of talks with Ecuador. A number of difficult issues remain in the U.S.-Ecuador free trade negotiations, particularly but not exclusively in the area of agriculture.

Given the nature of the agreement and ongoing litigation, it will ultimately be up to our respective industries to decide if they want to embrace a solid market-based agreement.

As Ambassador Portman has noted, we continue to believe it is in the interest of the United States and Canada to reach a permanent, market-based negotiated solution and had been preparing for these talks with this goal very much in mind.

The United States has already announced its intention to comply with the WTO findings.

If a country chooses not to ratify Cafta and open its markets to U.S. goods and services, it should not automatically assume that Congress would continue to provide it preferential one-way access into the U.S. market.
