Lack of uncertainty around the Iraq conflict caused bond market yields to reverse their downward spiral of recent weeks and mortgage rates followed in tandem. But there are other uncertainties about the length of the conflict and its impact on the economy that will influence mortgage rates in the weeks to come, so this rise in rates may be only temporary.

Following the onset of the Iraqi conflict, financial markets seem to have an upward bias for mortgage rates. However, that's not to say that uncertainty has diminished in any large way, but that it has shifted to a different set of unknowns.

Current economic indicators reflect a lackluster economy, and I think it's safe to say that financial markets will continue to experience volatility, at least until there is some resolution to the current situation in Iraq. Mortgage rates overall continue to be amazingly affordable, and that keeps the housing industry humming. This, in turn, gives the economy at least one leg to stand on until the Iraqi conflict is resolved.

With the conflict in Iraq seemingly under control, the financial markets have shifted focus back onto the economy. Freddie Mac's most recent economic forecast recognizes that the first half of the year may be slower than originally thought, but that the second half will begin to pick up.

Housing is poised for another exceptional year. Housing starts rebounded in March owing to record low rates and more seasonal weather, and we expect starts will remain at current levels for at least the next few months.

With mortgage rates continuing to slip, a new wave of refinancing has appeared. According to the Mortgage Bankers Association of America, applications for refinance jumped 15 percent last week, near the record high set in March. And according to Freddie Mac's quarterly refinance review, the average age of a refinanced loan fell to 1.9 years in the first quarter of this year.

There were further signs this week that the economy may be finally taking a turn for the better, ... Evidence of this change in momentum can be seen in the Fed's remarks yesterday that it was taking a neutral bias in terms of future intervention.

Last week's Federal Reserve Board's policy statement led financial markets to expect that the economy should begin to pick up soon, and that caused bond yields to rise pretty steadily over the last number of days,

Although mortgage rates rose this week, they are still about one percent lower than they were at this time last year, which has led to the current frenzy of refinancing,

Mortgage rates rose again for the third consecutive week, bringing long-term rates to about the same levels we saw at the start of the year, ... This may start to apply the brakes to the frenzy of refinancing that we are currently experiencing.

The recent upswing in mortgage rates does not seem to have slowed the new home construction market, if July's housing starts figures are any indication,

Although mortgage rates have risen for the second week running, the long-term figures are still only about 50 basis points higher than they were at the start of the year, ... This may have slowed the refinance market a little, but refinancing continues to make up about half of all applications for mortgages, according to the Mortgage Bankers Association. Plummeting consumer confidence in September led markets to believe that the lack of job growth is wearing on the economy,

Not only did the market get good news about September employment last week, but it was further bolstered by the upward revision of jobs in August, ... This inspired a little optimism in the market that we may have bottomed out as far as job losses are concerned.
