We want to make clear that our police department will not become immigration agents. We also want to send a message to places like Costa Mesa that police should be focused on gangs and drugs, and not overextending their resources.

We need a new police department building. And they are working with 25-year-old dispatch equipment. The city has property, they could have the funds for a new police building.

The fence in itself is a force multiplier. It allows Border Patrol agents to refocus their attention to other areas because it won't require as many Border Patrol agents to monitor a location as it would without a fence.

I understand that the government faces its biggest problems on the southern border, and that's where they're putting their resources. But we have problems that need to be addressed, too . . . I don't want to see any terrorists coming in from Canada.

It will be a strong fence. People won't be able to break through our fence as quickly as they can break through our fence that we have on the border now, which has holes that are big enough to take a whole vehicle through there.
