en I would suspect his tone would change significantly if they don't make it onto the November ballot. If that happened, I could see calling the Legislature all sorts of names by the end of the campaign.

en It will have to be a constitutional change. But keep in mind the legislature. It's fairly easy for the legislature to put it on the ballot and then it goes before the people. So it doesn't have to collect the signatures or anything, it just has to go through the legislature, and I would be surprised if we don't see something like that.
