It was two separate kids with two different gang affiliations.

At this point we'll have to assume they're separate incidents.

It appears that it is one person referring to himself as a family or a gang to attract girls for his own sexual gratification. This is not a street gang but he uses the gang's name.

Gang names, gang symbols, gang terminology is being used. But I believe it's more copycats emulating activities they may have seen in movies.
