The record for rebuilding will be staggering, but it will pale in comparison to the staggering incompetence of this national government.

A projection forward, with expenditure remaining at budgeted levels, could well result in a revenue overrun of 20 billion rand for the year. This will allow the government plenty of room for tax cuts and a further increase in infrastructural spending.

With all this consumer debt, business debt, government debt, smaller movements in interest rates have a magnified effect... a small movement can tip the boat.

At the market level, this means old business models are in upheaval. At the legal level, this means the definition of property is up for grabs. And at the social level, it means that millions of those inspired to create have a big new platform with which they shape our culture.

However, household-debt levels are seen as a concern, with households finding themselves in some difficulty if debt-servicing costs increase.

There are an increasing number of talented young people who 20 or 30 years ago would have gone to university who are not because university no longer means what it used to and they do not want to saddled with high levels of debt.

We will be trying to find out what it means for education, what it means for skill levels and having common qualification levels for entry and onward progression.
