I think the tribal council should make it the highest priority. That would mean the election results would be a true representation of what tribal members want. As it stands, the election process is tainted.

If there was another way to make the money ... whatever it takes to allow this tribe or any tribe not to be under the gun looking for federal government funds - most tribes and tribal chairmen would do that. Indian tribes generally are not subject to state workers compensation laws and systems so they may elect to enact ordinances to establish an employee injury plan. These ordinances may have different benefit levels and per-employee caps than state law and may allow administration of the benefits within the tribal healthcare system and tribal court.

Tribal council members should have a term limit. Serving on tribal council is a full-time job.

I know the big events, like if a camp burned down from a fire. But in terms of the minutiae from day to day... not much. If somebody's just whining, I won't know about it, because everybody whines. But if there's a legitimate concern that a person may quit tonight at tribal council, then yes, I need to know that. Tribal council lasts anywhere from 45 minutes to an hour and a half.

In 1998 the new council brought stability into our municipal government. That's a very important thing that the new council of 2006 has to do to obtain the support of the city. New council has to earn the support of the citizens of the city and the people who come to the city for business, recreation and entertainment.

He's proud of his support from Indian tribes.

What the tribes are dealing with, it's not a pretty picture. The importance to the tribes is it is really for compiling our history that is scattered all over this land and centralizing it in a place, not only for the tribal membership, but also for educating the public about who we are as a people.

Tribes have a very unique status. Congress can pass laws that affect just Indian tribes. They've always been part of the political process _ not just giving money, but in a lot of ways. To suggest that it is just to protect their economic interests simply is not true.

Tribes have proven time and again that we are a good federal investment. Through the exercise of our inherent self-governing powers, tribes are able to contract and compact federal programs for the benefit of both Indian and surrounding communities.
